Camera Operations within the Infringement Management and Enforcement Services in the Department of Justice and Regulation (DJR) and is responsible for the implementation of projects for the supply, installation, testing and maintenance of road safety camera systems at sites in metropolitan and regional Victoria.
The DJR Camera Operations team currently keeps the following information in a number of disparate spread sheets (and SiteTrak) for fixed digital safety camera (FDSC) systems:
- fixed camera sites and their components;
- testing and maintenance schedules;
- test results; and
- other operational data (including commercial and legal data).
Current processes are cumbersome and heavily reliant on manual cross-checking of data. The consequences of errors could compromise the entire FDSC system.
Strategic Executive Solutions was selected to provide the strategy, business and solutions architecture expertise for the SiteTrak review by the Department of Justice and Regulation because of our proven track record in assessing and scoping projects in challenging public sector environments.
The Strategic Executive Solutions consultants working with the Camera Operations Group engaged with stakeholders including:
- DJR Traffic Camera Operations
- Serco SiteTrak Application Support
- Traffic Camera Vendors, and
- Traffic Camera Testers.
Strategic Executive Solutions completed the assigment delivering a value for money outcome with clear recommendations for the future with a supporting high-level program for the future.
In completing the assignment SES considered and documented the following:

- Standard Supply Chain Model and Field Service Management Business Process
- Current and Future Enterprise Architecture
- Architecture and Infrastructure Risk
- Environmental Adequacy
- Development Lifecycle
- Infrastructure Management
As an outcome we delivered a recommendation for the future Enterprise and Solutions Architecture along with a supporting Program of Work to achieve the recommendations over the coming period. Each of which was accepted by DJR.
