The Victorian Government committed $20 million of funding in the 2018-19 financial year towards the Rural Councils Transformation Program (RCTP).
The RCTP sort to incentivise the implementation of large-scale transformative projects on a regional level, such as joined-up service delivery, corporate services, procurement and asset management. This will help to improve the sustainability of councils which would not be able to invest in these transformations without financial assistance.
Our Service
Strategic Executive Solutions was selected to provide Digital Transformation, Strategic and Program Management expertise to assess business case submissions seeking funding of between $2 to $5 million approximately as part of the Rural Councils Transformation Program (RCTP) Grants.
Our team utilising their combined Digital, Strategic, Commercial and Program Management skills developed a benchmarking tool and facilitated assessment of the business cases. The deliverables included the benchmarking report, a detailed assessment of all submissions and facilitation of the Evaluation Panel workshops.
These services were delivered in a collaborative process with the team from Local Government Victoria within the Department of Environment, Water, Land and Planning.
Results
Upon completion of the engagement funding was granted to 4 local government groups of between $4.5 million and $5 million for implementation of new or enhanced digital platforms.
Advice was also provided to the local government groups regarding particular lessons learnt from the business case assessment process.
